Philadelphia, November 24, 1777: Notice is hereby given, to the merchants, adventurers, and masters of vessels, that a report of their cargoes is to be made to the quarter-master-general, or his deputies, before they land any part of it: -------An whosoever neglects to give in the return, as above directed, their cargoes shall be seized, and a sufficient reward given to the informer
