Sulphur Springs is probably present-day White Sulphur Springs, W.Va.

The donor was probably James McHenry (1753-1816), Secretary of War in the Washington and Adams administrations. Peale painted a miniature portrait of McHenry in 1778 (P&M, 514 (p. 135).
