Thomas Mifflin (1744-1800), was Quartermaster General of the Continental Army at the time this drawing was made and later was seventh President of the Supreme Executive Council of Pennsylvania (1788-1790) and first governor of Pennsylvania (1790-1799).
Du Simitière apparently intended for Mifflin's portrait to be engraved and published in France along with the other lilkenesses of eminent Revolutionary characters. On 22 Sep 1779 he "sent to Mons [Charles Alexandre] Gerard a new picture of Gen. Mifflin requesting him to return the first which is not fit to be engraven" (Memorandum Books, fol. 49v); Miffllin's portrait was not included in any of the sets published Paris, Madrid, or London.
