"It has as an ornament a white wampum bead, a finger long with a Silver Knob at the end, the rest of the hair plated and tyed with deer skin. Sent me by the President [of] the Supreme Council of this State with a written account of the affair."

The donor was William Moore, President of the Supreme Executive Council of Pennsylvania 15 Nov 1781 to 7 Nov 1782.
