By His Excellency Sir William Howe, K.B. general and commander in chief &c. &c. &c. Proclamation: For the suppression of vice and immorality, and to prevent the disorders and mischiefs which may happen in the army, and among the inhabitants of the city of Philadelphia and its environs, from the multiplicity of public houses, dram-shops, and retailers of stong liquros, I do hereby order and direct, that no person or persons whatever shall keep any public inn, tavern, ale-house, tipling-house or dram-shop, or sell any rum or spirits ... unless such person shall have first obtained ... a permit or licence ...
