The donor was probably Peter (Pierre) Ozeas (1738-1824), who came to Philadelphia from Germany in 1753, later worked as a grocer, and purchased several properties. He was a customs collector from as early as 1791 until his death. He married Germantown, Pennsylvania native Magdalena Hergert (1741-1795) in 1760; they had four children.
